As renewable energy markets across the GCC continue to mature, policymakers are increasingly looking beyond utility-led procurement models to unlock greater private-sector participation. Corporate renewable power procurement, electricity wheeling, and bilateral power purchase agreements (PPAs) are emerging as important mechanisms for accelerating clean energy deployment while providing businesses with greater flexibility in meeting their sustainability objectives.

Oman’s newly introduced Direct Renewable Electricity Sales Framework marks an important step in this evolution. Rather than simply allowing renewable energy producers to sell electricity directly to consumers, the framework establishes the regulatory foundation for a more competitive electricity market while maintaining the oversight necessary to ensure grid reliability and long-term system stability.

Unlike fully liberalised electricity markets, Oman’s approach is deliberately phased. Renewable energy developers must obtain licences from the Authority for Public Services Regulation (APSR), while projects exceeding 25 MW require additional approval from the Ministry of Energy and Minerals. The framework also introduces an annual capacity allocation mechanism, with APSR determining the volume of projects that can participate each year based on government policy, grid absorption capacity, technical readiness, and financial considerations. This structured approach provides investors with greater regulatory certainty while enabling authorities to manage market growth responsibly.

Perhaps the most significant opportunity lies in the framework’s support for direct commercial agreements between qualified renewable energy generators and eligible electricity consumers. By moving beyond the traditional single-buyer model, industrial and commercial organisations will have greater flexibility to procure renewable electricity directly, opening the door for corporate PPAs that can help businesses reduce energy costs, achieve decarbonisation targets, and strengthen energy security.

For renewable energy developers, the framework creates new pathways to market by expanding the range of potential customers and commercial structures available for future projects. It also presents opportunities across the wider value chain, including engineering firms, EPC contractors, technology providers, financiers, legal advisors, and energy service companies that support renewable project development and implementation.

More broadly, Oman’s reforms reflect a regional trend toward more diversified electricity market structures. Across the GCC, governments are seeking to balance rapid renewable energy deployment with economic competitiveness, private investment, and reliable power systems. While each country is pursuing its own regulatory pathway, common themes are emerging, including greater market participation, enhanced consumer choice, and increased opportunities for private capital to support the energy transition.

As renewable energy becomes an increasingly important component of the region’s electricity mix, regulatory innovation will be just as critical as technological advancement. Oman’s Direct Renewable Electricity Sales Framework demonstrates that market reform does not require abandoning regulatory oversight. Instead, it illustrates how carefully designed policies can encourage investment, expand renewable energy adoption, and create a more dynamic electricity market while safeguarding system reliability.

For the wider GCC, the framework offers a valuable example of how progressive market mechanisms can complement national renewable energy strategies and help shape the next phase of the region’s clean energy transition.
